Ontario universities want to lead on the international stage. Each one has aggressive internationalization programs and aspirations.
So I think it is interesting that the University of Toronto Act has what I think is a unique requirement for its President and all members of the Governing Council (in UofT’s unicameral system this is a combination of what others would call Senate and Board of Governors).
The requirement is that the President and all members of Governing Council must be Canadian citizens.
The impact of this is interesting. Not only could no international leader become President but no international student (of which there are many at UofT) can serve in an institutional governance capacity. Same for any of the faculty UofT hires from around the world. Quite odd.
International ambitions. Parochial governance. Seems like a major mismatch to me.
